Developing a regulatory pricing formula at An Post
Unlike other countries, the Irish postal regulator does not have a pre-determined timetable for when An Post’s prices can be reviewed. As a result, this hinders An Post’s long-term investment planning and puts pressure to increase prices of products and services that fall outside of the price control area.
PA was asked to help An Post develop a proposal for a multi-year regulatory pricing formula. We developed the concept and explored and assessed potential variables to be included in the formula. We then carried out a detailed assessment of the potential impact of different pricing formulae on An Post’s revenue forecasts.
Our work provided support for An Post’s discussions in relation to pending postal legislation.
