Procuring a new national vehicle recovery service – Highways Agency
The Highways Agency (HA) required a national, end-to-end, vehicle recovery service, that includes both strategic and operational services and they needed a private sector partner to provide and manage the recovery of abandoned, broken down and accident-damaged light and heavy vehicles, including drivers, passengers and loads. PA Consulting Group was asked to manage the procurement of this service.
PA developed the procurement strategy, supported the business case development, and planned the procurement using the EU Competitive Dialogue process. We assisted with the pre-qualification stage to reach a shortlist of 5 participants and supported the dialogue, engaging with participants in order to agree the terms of the contract. At the final award stage PA led the selection process and supported the implementation of the service with the successful candidate.
The Highways Agency was able to implement the new service on-time, secured a significant saving over the forecast contract costs and achieved a contract performance regime that was revolutionary for the industry.
