On the 1 January 2008 a new central authority “The Swedish Public Employment Service” was created thereby replacing the National Labour Market Board and its 21 provincial exchange employment committees.
The Public Employment Service employs approximately 10,000 people, working at either the central Stockholm office or in one of the 325 employment exchange offices around the country.
Underpinning the extensive reorganisation of the central authority, PA was engaged to deliver a feasibility study on how to improve the IT organisation and governance. The feasibility study showed that a full picture of the IT organisation was missing due to insufficient governance, control and follow-up. This was among other things caused by the revenue driven business model only used by IT at that time, which caused increased costs and decreased customer satisfaction.
Management of business development was to a large extent characterised by projects being initiated on an ad-hoc basis without sufficient link to strategic objectives and plans. The organisation of the IT-department was not dimensioned according to the new needs and certain functions were overlapping. Furthermore, the Government’s reduction of the authority’s budget by SEK 500 million meant that there was less funding available for development projects.
PA staffed the position of interim CIO and led the change programme of the IT organisation. Together with the client a number of prioritised actions were carried out with effect on short and mid term basis in order to optimise the IT delivery model. PA did this by creating a foundation for an efficient and effective IT organisation and reduced cost and risk.
