"Joint working is never simple, but it has the best chance of success with an agreed common purpose, supported by a culture of collaboration with commitment from the top of each organisation."

All for one and one for all

The virtual organisation – rising to the challenge of joint working

Both locally and centrally, joint working across government bodies is becoming increasingly essential. For public sector customers it is the key to providing easy access to services. Many social problems, such as childhood obesity and the quest for safer communities, greatly benefit from a joined-up approach that brings together local authorities, professionals, agencies and individuals.

Although many organisations have already embarked on a degree of joint working, these initiatives are not all realising their full potential.

Our research suggests that joint working initiatives succeed when the individuals involved from the participant bodies are so committed to the initiative that they start to consider themselves as part of a virtual organisation working within and across their parent bodies. In essence they start to organise and manage themselves in the way a conventional organisation would.
