Strategic priorities are shifting in response to the challenges of the new economic climate. In the public sector in particular, targets that have been set over the last few years and even the last year, will need to be revisited. However, change is never easy to achieve. Often there are many strategic objectives - especially in the public sector environment where objectives can be multi-layered. For example, being an over-riding department, a delivery body in its own right and a joint partnership arrangement. Having set their objectives, organisations also need to understand how they are performing in relation to those objectives and what changes they need to make in order to achieve their goals.
